“My Country, ‘tis of thee, sweet land of liberty, of thee I sing.” Growing up, I was quite familiar with these lyrics as any American school child would be. As a fifth generation American and Arkansan, America was quite literally the “land where my fathers died.” I was born in Pine Bluff, AR, the only child to Adeal Williams, a public school teacher and L.D. Bradley, a deputy sheriff and war veteran. My father passed away when I was five years old, but I was blessed to have memories of his unconditional love and great bear hugs. My mother worked diligently as a single mother to instill in me an unwavering faith in God, a dedication to education, and a commitment to family and the world in which I live. Both sides of my family evolved from modest means and both sets of grandparents worked the Arkansas soil as sharecroppers. The invaluable lessons of hard work through trials and triumphs have been passed along from generation to generation. My life long journey up until this point has taken me around the world and brought me back to where it all began. This journey has instilled in me a strong desire to build on the traditions of service upon which this nation and state were built.
I am currently serving on the Board of Commissioners, Central Arkansas Water (CAW), where I help monitor such issues as Watershed Protection and overall stability of our utility. I brought to the Board and the governance of the water utility an extensive background in economics, public policy, business strategies, research, and investment management. I am currently a Senior Rate Case Analyst/Economist for the Arkansas Public Service Commission (PSC), where I serve as an expert witness on utility rate case issues and conduct statistical and economic research. My career in regulation began during the administration of President William Jefferson Clinton at the U.S. Office for Information and Regulatory Affairs in Washington D.C., where I worked as a policy analyst.
Prior to my work as an economist, I consulted for Fortune 500 companies in New York City and surrounding areas. My focus included managing business unit mergers, creating strategic plans and standard operating procedures, and coordinating corporate information technology development. Previously, I served as an investment banking research analyst. I have also worked in marketing and business development in the movie and television industries.
I am the published author of a reference book on shareholder proxy voting, How Institutions Voted on Social Policy Shareholder Resolutions in the 1994 Proxy Season. I have also served as a member of Harvard University’s Advisory Committee on Shareholder Responsibility, which advises the university on its multi-billion-dollar endowment.
I hold a Bachelor’s Degree in Economics and a Master’s Degree in Public Policy, both from Harvard University in Cambridge, Massachusetts, and a Master’s Degree in Business Administration from the University of California at Los Angeles. I am also a graduate of Parkview Arts/Science Magnet High School and Horace Mann Arts and Science Magnet Jr. High School. My place of worship is St. Mark Baptist Church under the leadership of Bishop Steven Arnold. I was honored to serve as a delegate to the 2008 Democratic National Convention in Denver, CO. In my spare time I enjoy serving as the President of the Harvard Club of Arkansas, traveling abroad and have traveled to New Zealand, France, Sweden, England, Germany, Switzerland, the Netherlands, Mexico, Canada, and Puerto Rico. I also enjoy writing and cooking.
